Oh, I think both interpretations can be correct - The IMF directorship is a bit of a sinecure like lots of those supra-national organisations. Arguably, they still have to make the 'right' calls on things like Greece and co and the IMF has moved away (slightly) from their 'scorched earth policy' approach to dealing with failing countries... but that's not like a really difficult job - Ultimately, the call is with Germany and Greece.
But, yes, from the accompanying text, you have the sense that this says "OKay, here's what ought to be enough money to keep you amused. Please don't go berserk on us"...
