My strategic plan for dealing with the fact is to carry on as usual and pretend that it doesn't exist.
His is to use it as the basis for a new vision of society.
I want to know how he intends to reconcile this with the concept of personal responsability, among others. If what he says is true, I am either partially or entirely irresponsable for any crimes I may commit. Under my system this doesn't matter because we all just ignore it and carry on as if it were all my fault. I want to know what happens under his.

There is no "if" about what he says, it is true. So all hitherto existing systems have already dealt with this issue, with greater or lesser degrees of intelligence. I'm not going to buy into your false dilemma.
