The article just doesn't make much sense. NATO was designed to contain localized conflicts and keep them from spiraling out of control in light of the Cold War (which, in iterations, ended up being 'fought' across the globe). A series of interlocking treaties and geopolitical pressures wasn't and isn't going to defend against non-state actors. No one ever said it was or thought it would, to my knowledge.
And so this guy writes that it's not. Okay?
