As events in Thailand currently demonstrate there is more to democracy than introduction of plebescites. It requires establishment of credible governance structures as well. On the spectrum of credibility I would place a few nations as follows: Rwanda, Thailand, India, Indonesia, South Korea, Singapore, then countries like New Zealand, Australia and Britain.
Fiji is another nation, like Thailand, where ostensibly democratic elections have led to a string of military coups. While most foreign leaders revile Frank Bainimarama, the nation's current military leader, based on experience working in Fiji I have some sympathy with his claim that the previously constituted democratic process was deeply flawed.
I have less sympathy with the fact that he is taking so long to do something about it - although to be honest I have no idea how to solve the problem.
Kagame may look weird, but if he seriously addresses the governance issue then Rwandans will one day be proud to wear his visage on their t-shirts - because by that time they will be able to afford t-shirts with images on them.
In fact he looks exactly like someone who is genetically big boned, but raised on a protein-deficient diet - as many sub-Saharan Africans are.
