Libya has essentially two armies. The state army, and Gaddafi's personal elite force run by his son.
The former has systematically been handicapped by poor equipment and low quality training. The latter has received the best of both that Gaddafi could afford.
In the early days of the uprising it was the state army that took the brunt of the attacks and, predictably it crumbled and/or defected. Gaddafi did not commit his elite forces till he was sure he couldn't weasel out any other way.
At the moment the elites are bleeding equipment to airstrikes. That does not do much to stop the main forces though. It just slows the down. Unless the No Fly Zone is extended to a No Movement Zone the Rebels are in for a very rough go.
