The suspects may have had a grudge against the councillor who was active in law enforcement activities in his district in a Manilla suburb, police said. Gun violence has long plagued the Philippines, with a vast array of cheap firearms easily available on the legal and black markets.

Decent police work, though, to establish an ID out of a gunman whose face is obscured by his double grip stance (would that not denote some modicum of training at least?)...
